In this talk, I'll recall the concepts of retraction sequence of a simple polytope and discuss the effects of blow-ups and blow-downs on the retraction sequence. Then I'll introduce new toric orbifolds by the blow-ups and blow-downs of a toric orbifold. Then we show that new torsions in integral cohomology of toric orbifolds do not arise after blow-ups and blow-downs under mild hypothesis. As a consequence we get the polytopal J-construction as blow-down. This results provide an infinite collection of (p-torsion) free toric orbifolds.
